As morning approaches at Muddiford Beach a body of a man is discovered. A possible illegal immigrant, a refugee? Without knowing exactly who's area the body belongs to it becomes a joint operation between Salterton and Abbeyford CID. This could only lead to more problems, especially when another body is found.
